President asked to check credentials of Arroyo appointees

08/13/2010 - THE camp of former President and current Pampanga Representative Gloria Macapagal-Arroyo is asking the administration to recognize the capabilities of the Arroyo appointees instead of judging them.

"Sana tignan ang credentials ng mga tao. Ang tinitignan lang kasi nila appointee ni GMA (Arroyo), period. For me, respect naman sa katauhan ng tao, there is more to that person than being GMA's appointee," Arroyo's spokesperson Elena Bautista-Horn told reporters.

President Beningo "Noynoy" Aquino III earlier issued Executive Order (EO) 2 revoking the so-called midnight appointments of his predecessor.

"If they prove to be incompetent then that is the ground to fire, not because you are a GMA appointee. So basahin lang nila ang civil service rule, nandun lahat yun," Horn added.

Public servants are governed by civil service rules which states that a person can only be removed with cause.

Horn noted that Aquino might be following the footsteps of his mother, the late former President Cory, since the latter also revoked the appointments of her predecessor, then President Ferdinand Marcos.

But Arroyo's spokesperson argued that the situation was different back then when the country was coming from a dictatorship rule of Marcos.

"Cory's time is a revolutionary government. We are under dictatorship then, this time we are not under dictatorship for the past nine years," Horn said.

Aquino's camp the removal of the midnight appointees from their offices will continue since the High Court has not yet issued a temporary restraining order (TRO) stopping the implementation of the EO.

Earlier this week, the Supreme Court (SC) ordered Executive Secretary Paquito Ochoa Jr. to issue a comment on the petitions of Subic Bay Metropolitan Authority director Eddie Tamondong and Department of Justice Assistant Secretary Jose Arturo de Castro.

"From our end, we stand pat that everything is legal and intepreration beyond the constitution cannot be done by Malacanang. SC is the proper forum," Horn concluded. (Sun Star)
